Dr Saeed Almarri

University of Warwick

Dr Saeed Mubarak Kharbash is CEO of the Policies, Research and Programmes Sector at Dubai’s Knowledge and Human Development Authority (KHDA), leading education policy across early years to lifelong learning. With 19+ years’ experience, he has held senior roles at ENEC, TAQA, Istithmar World, Dubai Culture and the World Government Summit. He holds a PhD in Business Administration from the University of Warwick and an MBA in Islamic Finance from Bayes Business School.

Mrs Samiya Naseer Rufai

London School of Economics and Political Science

Samiya Naseer is a public policy expert leading high-impact reforms in Abu Dhabi. Following postgraduate study at LSE (2010–2011), she has shaped policy across health, data and social care sectors. She co-led reform of 50+ health regulations and, with the OECD, introduced Good Regulatory Practices benefiting 2.5M+ residents. At the Department of Community Development, she is institutionalising GRPs to strengthen social impact policy.

Dr Abdulla Bin Ahmad AlShaikh

Glasgow Caledonian University

Dr Abdulla Bin Ahmad AlShaikh is a Board Member of the UAE Equestrian and Racing Federation and Head of its Endurance Committee, promoting ethical leadership and youth development through sport. Formerly Head of Diplomatic and Consular Affairs at Dubai Police, he led the creation of a pioneering Victims Support Programme. He holds a PhD in Diplomacy and International Security and has held senior youth leadership roles locally and internationally.
